The Bootcamp tools are free and built into the macOS already, but a standalone retail purchase of Windows would be required in addition to needing enough drive space to work with what would become two independent partitions. The Steam version has no problems running on Windows through Bootcamp. Many of us on Macs find that Bootcamping Windows, for those of us who have the resources and patience to manage two operating systems, provides a much better way to play TS3 in particular.
Those on Mojave or prior systems would not have this particular restriction or be affected either way as they can still run 32-bit only applications.
